Chapter 34;v.1

  1. And the Lord said to Moses, Cut two tablets of stone like the first; and I will write upon these tablets the words that were in the first tablets, which you broke.

Rabbi Yitzchak Nissenbaum said: “The Torah emphasized the word לך, which means ‘for you’. God said to Moses: ‘You broke the first Tablets because they came to you without any effort on your part. So, now, פסל לך – you carve them – work on their creation, toil in their carving and make them yourself, so that that you do not find it so easy to break them”.(Rabbi Menachem HaCohen, Torat Am)

And the Lord said to Moses, Take to you sweet spices, storax, and onycha, and galbanum; these sweet spices with pure frankincense; of each shall there be a like weight

Galbanum, despite its unpleasant smell, is used in the preparation of the incense, to teach us that even the sinners of Israel need to be included in our prayers and our fasts – Rashi

There is a need for the wicked to pray with the righteous in order for the prayers of the righteous to be accepted. According to what is explained in the Zohar (Shemot 20b), relying on the explanation in Shir Hashirim Rabbah, “My beloved is mine and I am his; he pastures his flock among the lilies” – just as the lilies would not exist without the thorns, so too without the wicked the righteous would not be recognizable, as Rabbi Yehudah said: how are the righteous recognized? Because there are wicked people – for without the wicked, the righteous are not recognizable.”

Indeed, these few words enlighten the eyes and delight the soul to understand simply the Talmudic statement that “any fast day that does not include the sinners of Israel is not a fast day,” since only if there are sinners present will the righteous stand out in contrast and their prayer be accepted.

According to this it is possible to discern a hint as to why the quorum for prayer is called צבור. This is according to the acrostic נוטריקון in this word:צדיקים, בינונים , רשעים (righteous men, people of mediocre deeds, and wicked people).-Tosefet Bracha
