לֹא תֹסִפוּ עַל־הַדָּבָר אֲשֶׁר אָֽנֹכִי מְצַוֶּה אֶתְכֶם וְלֹא תִגְרְעוּ מִמֶּנּוּ לִשְׁמֹר אֶת־מִצְוֹת יְהֹוָה אֱלֹֽהֵיכֶם אֲשֶׁר אָֽנֹכִי מְצַוֶּה אֶתְכֶֽם

You shall not add to the word which I command you, neither shall you diminish nothing from it, that you may keep the commandments of the Lord your God which I command you.

The main objection of not adding [to the commandments of the Torah] is only to stop the practice of subtracting, because as soon as a person sees that it is permissible to add to a commandment, he will conclude that since it is permissible to add to a commandment, likewise it is permissible to subtract.

It would be seem that no harm would come by adding to the commandments – for example, placing five compartments in the Tefillin (instead of the four standard ones) or to take two etrogim instead of one. However if a person sees that it is permissible to add a section [to the Tefillin] or [add] another Etrog, he will think that the standard number, four sections and one etrog, are not really obligatory, and therefore, just as it is permissible to add, likewise it is permissible to subtract and place only three sections [in the Tefillin] or take an etrog that is lacking or deficient. Therefore, the Torah forbids to add [to a commandment]. The expression “do not add or subtract” actually means “do not add so that you do not subtract.” (Tosefet Bracha)

כבר בארתי בתורה תמימה, דעיקר הקפידא מן לא תוסיפו הוא רק לגדור בעד לא תגרעו, משום דכיון שיראה האדם שמותר להוסיף על המצווה, יחשוב כי אחרי שהורשה להוסיף, מתבאר שהדבר הקבוע אינו בחיוב ממש, ועל כן ידון, כי כשם שרשאין להוסיף כך רשאין לגרוע. למשל, אמנם כי אפשר הי’ להניח חמש פרשיות בתפילין (תחת הארבע הקבעות) או ליקח שני אתרוגים וכדומה, יען כי מה ההפסד בזה, אך אם יראה האדם שמותר להוסיף פרשה ואתרוג, יחשוב כי המספר הקבוע, ארבע פרשיות ואתרוג אחד, אינו בחיוב דוקא, וכולן, כשם שמותר להוסיף, כך מותר לגרוע בשלש פרשיות בתפילין וליקח אתרוג חסר, ולכן אסור להוסיף, ויהי’ באור הלשון לא תוסיפו ולא תגרעו– לא תוסיפו, למען שלא תגרעו.
